Cabinet Secretariat, New Delhi — Installed
One master unit and 31 wireless room units across four floors, with no dedicated signal cabling between them
Bihar Communications Pvt. Ltd., the Patna-based manufacturer of master-slave clocks and time-synchronisation systems, has installed its Wireless Synchronized Messenger (WSM) at the Cabinet Secretariat, New Delhi. WSM is a wireless signalling system from the company's ORNATE range. A central master unit sends messages that reach a network of room units at the same time, and it does this over the premises' existing wireless network rather than over dedicated signal cabling.
The installation has one master unit and 31 wireless room units across four floors of the building. Spare master and room units have also been handed over to the Secretariat so that any unit can be replaced quickly.
Why Wireless
Signalling and indicator systems in government buildings have traditionally been hard-wired, with a separate cable running from a central console to every room. In an occupied, working office building, laying that cable means drilling, conduit work, disruption to the rooms concerned and a fixed layout that is expensive to change later.
WSM removes that step. The master and room units talk to each other wirelessly, so each room unit needs only a local power supply. Adding a room, moving a unit or replacing a faulty one does not involve new cable runs.
How the System Works
When an instruction is given at the master unit, it is published once and delivered to all subscribed room units at the same time, which is what makes the messaging synchronised. The room units show the corresponding indication, and a single command can clear all indications across the building.
Each room unit also regularly reports its own status on the network, so its connectivity can be checked without anyone having to visit the room.
Closed, On-Premises Design
WSM runs within the premises' own managed wireless network. The messaging service is hosted on the master unit itself, so the system does not depend on the public internet or on any third-party cloud service to operate. Messages start and end inside the building's network.
Built for Continuous Operation
The system has been engineered for day-to-day reliability in a demanding office environment:
- Automatic start-up: the master unit's software runs as a supervised service and starts automatically when power is restored.
- Automatic reconnection: room units re-establish their connection on their own after a network interruption, with no manual reset.
- Preferred and fallback networks: units hold more than one network profile in priority order and move to an alternate network if the preferred one is unavailable.
- Fixed network addressing: every unit has a fixed address on the network, which makes the installation predictable to manage.
- Battery-backed real-time clock: the master unit keeps accurate time across power interruptions.
Commissioning included on-site testing across the building's enterprise wireless coverage, including the way devices associate with, and move between, access points in different parts of the building. This was done so that every installed location receives messages reliably.

Engineering Significance
The WSM installation applies Bihar Communications' experience in synchronised master-slave systems, built up over decades of clock-network work, to a new problem: getting the same message to many rooms at once without new cabling. It follows the company's recent work on modernising the legacy clock system at the Parliament of India, and it reflects the same approach of adding modern, network-based intelligence to government buildings with minimal physical disruption.
